Permissions by RBS => manager cannot see documents, but can see p

I have user, that has permission "Allow users in this category to view all
projects managed by resources that they manage". This user can see "all
projects managed by resouces that they manage", but cannot see documents for
there projects and cannot access to WSS site for there projects.

I try sync users for ProjectServer and WSS site, but got same result.

At user managment page of WSS site, I cannot see my user.

Is it "be design" feature? May be, I do something wrong?
