permissions error

I have a multi-user Access 97 database with up to 20-25
users simultaneously. They are appending data only. It
is a textbook architecture where the .mdb containing the
data is on a server, and the front end .mdb is on the
client machines. From time to time all the client
machines will get a message "Run time error '3051': The
microsoft jet database engine cannot open the file
\\??????\????\???_data.mdb' It is already opened
exclusively by another user, or you need permission to
view its data. "

All the clients will get this message and data input for
the day ceases. It self corrects overnight, and the next
day it is fine.

My guess is that the record-locking scheme is getting
messed up, and the reason that it self-corrects is that
all the users get out which eliminates the .ldb file.

Does anyone have any insight into this? How can this be
corrected? My client has been patient, but would like it
resolved.
