Permissions for Non-Domain Users

How Do I set up permission to Issues/Docs/Risks for non-domain users?
1) I added the user as a Project Server user
2) I added that user to the resource file and they show up in the Resource
section
for the project
3) I added the user to the project and I can sign on and see his task

This user does not show up in the drop down box for "Opened By" in the
Issues List.

Grant:

Project Server authenticated users are not supported in the SharePoint
environment. Because WSS requires Windows Authentication, you've got to give
the users at least a local logon on the SharePoint box short of disabling
security altogether.
