permissions lost when im/exporting objects

When I import or export objects (e.g. forms) from a secured database to
another secured database the permissions for those objects are lost.
Both databases use the same SYSTEM.MDW file. I've added users and groups,
each with specific permissions. How can I preserve those permissions when
im/exporting objects?
