Permissions Required for Linking Tables (?)

In a split Access 2000/2002 db, what permissions do I need
to allow a user or group in order for them to be able to use
the "Linked Table Manager" so they can set up the db in
their LAN with the front-end on each computer, and the
back-end on one computer?
