Permissions Tab Missing on folders and calendar

We have one user that is unable to share folders or calendar due to the fact
that all folders and calendar are missing the permissions tab. We are using
the Outlook 2002 client with an Exchange 2000 server. This behavior is
present no matter what workstation the user is logged on. However the
permissions tab is present when any other user logs onto the same machine.
