permissions tab missing

I have a client, 1 of 50, whos outlook (XP) does not have the option to set permissions for other users. Is this something that can be added and removed, or a failed installation. No other issue are present.

Are we talking about an Exchange 2000/2003 mailbox here? Have you
doublechecked the permissions set on the mailbox?
