Permissions - what do they do?

The permission structure in MSP and MSPWA is clear for some items, but not
all. For example, the permissions "Assign Resource to Project Team" and
"Build Team on New Project" appear to serve the same purpose (I read this as
after-the-fact additions to a project team vis-a-vis creating the project
team ONLY at project inception).

Can someone point me to a list of all global and category permissions that
describes precisely what each does? Thanks in advance.

The "Build Team on New Project" permission allows the PM to access the Build
Team from Enterprise dialog in an unsaved project in Microsoft Project
Professional. The permission has nothing to do with the resources that
appear in the Build Team dialog; it only gives permission to access that
dialog.

The "Assign Resource to Project Team" permission allows the PM to add
resources to a project using the Build Team from Enterprise dialog in
Microsoft Project Professional. The resources that appear in the dialog are
determined by the Categories to which the PM has access. By default,
members of the Project Managers group have access to all resources in the
Enterprise Resource Pool, as determined by the My Organization category as
it interacts with the Project Managers group.
