Hi,

We have problems with Project Managers being able to "Build Team on
Project". I've seen various posts and the examples on MSDN and everything
seems to be right (I think).

The problem appears to be the calculation of effective rights. Using the
effective rights tool I'm being told that the user has an effective "deny"
permission however looking at the detail I don't see why.

The detail in effective rights tool says permission "Allow" as member of the
"Project Managers" group and no permission as part of the "Team Members"
group. Which as I understand it should result in effective permission "Allow"
for the user, but according to the tool it's effective permission "Deny".

Am I mis-understanding or is there something else I should be looking at?

We are running Project Server 2007.

What happens if you remove your PMs from the Team Members group? Let us
know.

Hi,
Firstly a typo (had lots on my mind) it was permission "Global - View Team
Builder".

If we remove Team Member it becomes an effective Allow.

However we now have it working even though the tool is still reporting
Effective Deny. (So i suspect the issue is to with the tool). It appears that
to use "Build Team from Enterprise" in Project Professional you need the
permission "Build Team on New Project" even if you are trying to build a team
on an existing project. Either there needs to be some more calrity in the
documentation or this is a bug. (With this permission you can add to the team
using PWA but not MSP)

Reason for our setup - We only allow Programme office to launch new projects
- so we took this permission (along with Global - new Project) away from
Project managers.
