person show not available when logged on

Hi!
In a newtwork running Exchange Server 2K, stations with Office 2K and others
with Office 2003 all users have permissions set to view all others' calendars.
Some times part of the users show a strip of lines (not available?) even
when they are logged on.
Some times SAME USERS do not show the strip of lines .
How to make ALL users show availability ALL the time (eliminate the strip of
lines)?
