How do I locate and create personal address book (.pab) in a contact folder
so that I can add or make changes to the folder in Contacts.

I want to import the old Personal Address book files (.pas) and convert them
to Contact folders, which can be displayed in the Outlook Address Book.

Where are my personal address books stored?

Outlook has not used a PAB in a decade nor is it supported. Why you think
you need one is unclear. What is it you think you need to do that you can't?

Where are my personal address books stored?

You can easily import a Personal Address Book (.pab) file into Outlook. Click
File>Import and Export>Import from another program or file. Select "Personal
Address Book" and click Next. Browse to the PAB file, select it, click OK,
select your duplicate handling, click Next. Finish the wizard.
