Personal Address Book

After migrate from Exch55 to Exch2003, user can't add member from GAL to
personal distribution list. When you click apply it show error "An error
occur. The list of members was not change because one or more of the selected
members could not be added". This error happend in personal address book.
If I using contact it working fine.

Is any people happend in Exch2003 environment before? Kindly help me.
