Personal File Folder

I loaded Outlook XP on my system (Outlook Express already installed). When
I attempted to open it, I got this message,
"Unable to display the folder. Microsoft Outlook could not access the
specified folder location. The file C:\WINDOWS\outlook.pst is not a personal
folders file."
I do have that specific pst file, but Options under the Tools does not
highlight, nor does Folder under File|New.

Any sugestions?
