DOES A "PERSONAL INFORMATION MANAGER" THAT INTEGRATES ONE NOTE AND OUTLOOK
EXIST?
IN OTHER WORDS HAVE ONE ORGANIZER LIKE A "DAY-TIMER" OR "DAY RUNNER" AND IT
OPERATE IN ONE NOTE AND OPEN AND EAL WITH MY EMAIL, ALL FROM ONE PROGRAM?

Can you clarify what you're looking for? Outlook is itself a PIM and there
are already many hooks between Outlook 2003 and OneNote.

I'd look into the various Outlook add-ins which will attempt to enforce a
certain "organizing" mindset, such as Getting Things Done or Franklin if
you need something in addition to what Outlook and OneNote natively
provide.
