Personal Macro Workbook

I am trying to save a macro to the Personal Macro Workbook but get a message
"Personal Macro Workbook in the startup folder must stay open for recording.
I am then unable to save the macro.
I have checked the directory and have a folder XLStart under c:\...\Office10
but it is empty.
