Personal Web Server

I have a program that requires personal web server be
turned on before it is used. As I use this program fairly
often, I would like it to remain on or at least come on
when I restart my computer. At one time it worked this
way and a friend turned something off.....I Am looking for
some help in turning it back on. If anyone out there can
help I would be very grateful. Thank You! Dick Linch
