Personalized Menus in Office Keep Turning On

A few weeks ago a strange behavior started occurring. On my MS
Outlook 2007 and OneNote 2007, the check box on the "Personalized
Menus and Toolbars" keeps UNCHECKING itself, so that full menus are
not displayed.
Each time this happens I go to the box (Tools -->
Customize --> Options) and check it. For a short while (hours?) the
programs display full menus. Then, for some reason, they don't, and I
find the box is unchecked AGAIN!
Can someone tell me how to fix this or what the cause might be?
