PgUp & PgDn Not Working

Repost - No previous answers and could really use some ideas.

A2002

Have frmMain that opens frmFormat and as dialog and filters to a single
record. frmFormat opens frmColumns as dialog, and filters to all matching
records.

Problem: PgUp and PgDn do not work on frmColumns. Can use record navigator
at bottom to move through records, but PgUp and PgDn don't do anything.

If frmColumns is not opened as dialog, PgUp and PgDn work fine.

Any ideas?
