Phantom Changes in PWA

Is there a log somewhere where I can find out who changed things like the PWA
site colors? I would think there would be a log that keeps track of Admin
changes like that.

Is there any hope?

Sorry, but there is no such an animal. Chances are this was changed by one
of your PMs who have access to this when you use out-of-the-box permissions
and your Project Workspaces are in the same site collection as PWA. You can
redact this ability by changing the SharePoint permissions for the top level
site.
