Phantom Fill override kills Color-by-Value data graphic

I have a large number of instances of a single master on a page. The master
has a color-by-value data graphic. On some of the instances, the
FillForegnd and FillBkgnd cells are getting mysteriously overridden with an
RGB(##,##,##) formula, killing the data graphic. Has anyone run into this?
