phantom headings

I'm trying to use styles to create headings and a table of contents.
Visually, it looks ok. I end Section 3.2, page break, and start
section 4.0. The TOC shows the following:

3.2 Calibration 4
4.0 7
4.0 Seepage Meter Setup 7
4.1 Platform 7

If you go to the last word of Section 3.2 and cursor right, the
'Heading 1' becomes highlighted on the first and second right cursors,
but no text is shown. The 3rd right cursor jumps the page break and
shows the title. I have tried all sorts of combinations of deletions/
insertions, but they don't work. If I delete the first 2 'Heading 1'
blanks, the 4.0 heading is shown as 'Heading 1', but no number is
assigned.

Click your Show button so you can see what you are doing.

You will find that you have an empty paragraph mark or a section break that
has been set with the Heading 1 style.
