Photo drop zone in Publisher newsletter

I am trying to make a photo in a newsletter in publishing layout view become a 'placeholder' for future photos. However, the 'Help' says after double clicking the photo to then click on LAYOUT. Can someone please advise where LAYOUT is and how to proceed further.

Layout is on the bottom of the list at the left in the dialog that appears
when you double-click a photo.
