Photo Editor and JPG's issue

We still use Office 2000, but are going to upgrade to Office 2007 next year.
I noticed that Office 2007 doesn't have a good image editor. In my opinion
Office 2000's Photo Editor works better and is easier. When you install any
component of Office 2007 Photo Editor is no longer able to work with JPG's.
A generic "Can't open File" message is all you get. Photo Editor still works
on other image types. Re-installing Photo Editor doesn't help.

Can anyone point me in the right direction to find info on fixing Photo
Editor so it can work with JPG's again?
