No. It replaces it with "Office Picture Manager", which may be an
improvement on
photo editor, but the features are redesigned, and just not what I want (for
what I want it for).
Just copy the C:\Program Files\Common Files\Microsoft Shared\Photoed\
into your Office 2003 computer, it works.
