Photo Editor in WinXP

Hullooo

I installed Office 2000 on my PC (running XP Home Ed) while logged in as an
administrator. Photoeditor runs fine when I'm logged in as administrator,
but as soon as I log into any other account (all of them restricted - I only
have the one admin account on the PC), I get an error message:

"No file format information can be found in the registry"

followed by

"Unknown file format"

Anyone have any ideas???
