Photo Editor Measurements Do Not Make Sense To Me

Hello. I need to resize many photographs and I do not understand the
measurement system used by Microsoft Photo Editor. The Resize menu
has two dimensions (width and height), along with a drop box for
choosing the type of measurement (inches, pixels, centimeters).

I want to resize photos to 2.5 inches high and I have set the dialog
box for inches. However, typing in 2.5 will yield a HUGE photograph.
Evidently there must be something else going on... what am I missing?

Lower right-hand corner, ajust the "Zoom" to a lower setting, such as 50%.
