Photo Editor on Windows 2000

HELP! Somebody please Help me!! I've made soo many topics
about this & no one would help me, can somebody please
help me for the last time on this last thread of mine?
Okay here's the deal, I've installed Photo Editor 3.01
from the Microsoft Office 2000 Professional software onto
my computer running on Windows 2000 Professional SP4, and
me as a Administrator, i can use the program fine, but
other users that are Restricted users cannot run the
program, i mean it opens, but error messages appears and
ya should know what i'm talking about... Thanks in advance
to those that'll help me, please help me!!

I've seen the instructions on the knowledge base. But that
still doesn't help, it tells me to go
to "HKEY_LOCAL_MACHINE\Software\Microsoft\Shared
Tools\Graphic Filters" on the registry. And then click
on "Security" menu, and i don't see no security menu! I'm
sure i'm reading the correct directions for Windows 2000
and i'm logged into as an Administrator too. This is
frustrating. I don't know what is going on... Another
thing is that it tells me to type in "regedit32.exe" on
Run in the start menu, it say "Cannot find regedit32.exe".
I have to just type in "regedit"... too damn frustrating.
I hate this, please somebody solve my problem!!!!
