Photo Editor will not open

I have re-installed MS Office 2000 Professional, cd 1 & 2 along with all of
the patches. Since doing this I can not open Photo Editor, the icon appears
and nothing ever happens. I have left my PC on all night to see if it would
open and no luck. What is wrong with photo editor? I like using it to
work with my jpeg and gif files and would like to find out if I can get it
working again.
