Photo Editor - Window size

I installed Office 2000 pro (with CD containing PE) on XP pro system. When
loading photo editor I am only able to obtain max screen. I am not able to
size window! I deleted and reinstalled PE but problem remains. What's
wrong, how to correct?
Thanks for any help or advice.
