When I try to open a .jpg the Microsoft Photo Editor program appears
on the task bar but never opens up. If I click on it, it does
nothing.

Another post I saw said to change the registry and we did that but
then it changes back after we close photo editor. So, essentially
every time we want to open a .jpeg we have to change the registry.

HKEY CURRENT USER\Software\Microsoft\Photo Editor\3.0\Microsoft Photo
Editor

I changed the values for the INITIALPOSITION to 15, 14, 1103, 768. It
works until you close it.

When it is on the Taskbar right-click on it and select Move, then press
an Arrow key to put it back on screen. Now close and reopen it.
