photo editor won't open

when trying to open photo editor for word 2000 it puts the
minimized icon at the bottom of the screen but will not
open or restore - I tried reinstalling but still won't
open - oper system is xp home

After clicking "Restore", r-click the Taskbar and select Cascade or Tile
Windows to get it moved back to the visable desktop.
