What program would be a good substitute for Photo Editor?
It is not included in Office 2003 and the Picture Manager program does not
allow me to select a part of an image and cut it out and paste it as a new
image.

Hi DarkRats,

As Milly pointed out PaintShopPro (http://jasc.com)
has many features. A number of printers and scanners
also include graphic apps on their CDs and there are
lots out there, both MS branded and others that
are favorites with folks including some of those
mentioned at http://microsoftgraphics.com (users group).
RealDraw is becoming a popular one for folks who
liked MS Photodraw or MS Image Composer.

Irfanview, http://www.irfanview.com is free for personal
use and offers that particular feature.

If you have MS PhotoEditor from Office XP you can use
Photoed.exe although it's not likely to be a MS supported
approach.
