When I get .jpeg pictures from a person that are in the email (outlook
express)that are from her digital camera, if I right click on the pict and
select save pict as and navigate to My pictures and save it..when I try to
open the pict, it asks for what program I want to open even though .jpeg is
designated to open with Microsoft Photo Editor. If I select Microsoft Photo
Editor as the program, it says it does not recognize the format and will not
open in this program. Why not?

Does the file say jpeg? Change the extension to jpg, see if that works. Download
www.irfanview.com and try opening the file. Get the plug-ins too. It is a free
viewer.
Are you certain it is a jpeg image? You describe it as a pict which is a Mac file.
You can download QuickTime from Apple, it is a free download as well.
