I have WXP with Office 2002 and cannot find Microsoft Photo Editor? Did it
not come with this version? If not, how do I get it?

What happened to Photo Editor? - Help and How-to - Microsoft Office ...
Microsoft Photo Editor has been discontinued as a Microsoft Office component
as of Microsoft Office 2003. It has been replaced by Microsoft Office
Picture Manager.
