PHOTODRW.EXE has generated errors and will be closed by windows

Photodraw won't open... this has been a problem that I have ignored for a
long time. Repairing doesn't seem to work. I've tried removing and
reinstalling to no avail. Even did a clean install on a new hardrive and I
get the same problem.
