Photos are blurry when I insert them in my signature

I'm creating custom signatures for my company's sales force in OL2003, but
whenever I insert a headshot - no matter how high the quality of the photo -
the resulting e-mail blurs the image slightly. This happens whether the photo
I'm inserting is a JPEG, TIF, GIF or PNG.

I've noticed that OL converts e-mailed photos to Bitmap format. Is this the
problem, and if so can I fix it? What else could be causing the distortion?
