Pic displaying??

Running Frontpage 2000.

I have a "header" framed webpage I am struggling with.
I want thumbnail pics, from the lower frame, to open in a new window.

Or:

Better yet if I could skip the thumbnail idea and get fullsize pics to open
within the bottom frame, then within themseves, via forward and back
arrows,
that would be the best.
