Picture Backgrounds

I am using a picture as the background on my publisher document, but I do not
know how to make the picture not "tile" I just want the entire picture to
fill the page. The "lock picture aspect ratio" and "rotate fill effect with
shape" boxes are gray so I cannot select/de-select either of them. I'm
hoping there is an easy solution for this problem.

The best way is to insert your picture on the Master Page and stretch it to fit.
When you use Format, Background, the picture will tile.
