Picture & Drawing Tools

Is there any way I can get these to permanently display? Clicking on
the "Picture (or Drawing) Tools"/Format every time I want to access
these tools in one of the stupidest changes I've seen in 2010.

That ribbon tab is contextual. It is displayed when you select a picture or
drawing object. Sometimes you do have to double-click the object to get
Word's attention.

So I guess I will just have to create my own new ribbon tabs for
those?
