Picture effects in Word 2007 not always enabled

Hi, I have a document that was begun in Word 2003. Opening it in Word 2007, I
converted it, so now it says "Microsoft Word non-commercial use" at the top,
instead of "compatibility mode."

Now I am able to access the additional picture effects on the Format ribbon,
but only for some of the pictures. With others, the Format ribbon only shows
the old options, and doesn't show me the new ribbon.
