Picture in a cell

Is there anyway to insert a picture into a cell and not
have it float over the cells on the worksheet?

No. Cells can contain values and formulas, but not
shapes/pictures/etc.

You can size the picture to fit over a cell, then format it
(Format/Picture/Properties) to Move and Size with Cells, to achieve
a similar effect.
