picture layout

I have Office 2003, and something has changed in the past week or so. I'm
not sure if it was the result of an update or what. It used to be when I
inserted a photo or clip art into a page, I could move the object anywhere on
the page by clicking on format picture and changing the layout to "tight".
When I do that now, somehow the layout is changing itself back to "square".
What is causing this and how do I fix it?

Not sure if this answers your problem, but on the Tools, Options, Edit tab,
there is a pull-down menu for the choice you has when pasting/inserting
images into the document, these choices are the same as in the Layout dialog.
This will dictate the layout of all new images brought into your document.
From your description this option is now possibly "Square".
