Like Sue Hill, who originally posted this same problem on 08/24/05, I have
two Windows XP users (restricted user) who were using Picture Manager's
cropping, brightness, contrast controls, etc just fine and then suddenly
these features don't work. Playing around with their profiles and accounts,
when I make them local administrators (which defeats our IT strategy) it goes
back to functioning normally.
What happened that causes this pattern?
Were permissions locked down during a recent Windows Update?
Is there a known fix?
