Picture Manager Problem

Hello all,

Why is there no option to change the file type under
microsoft picture manager as a normal user. It will show
up under administrator but that won't help me create a
default profile that has the file associations correct for
jpg, gif and bmp. It associates them with nothing, so i
was hoping to try to use the file type option under tools
but its not there for a normal user. Does anyone know why
this is and if there is a way around it? This file
association is preventing our rollout.

Thanks in advance.
