Picture Manager - User cannot edit

Is there a registry key or some other setting that will disable the editing of pictures using Office 2003 P.M.?...Will individual user rights affect whether or not someone can edit a picture?...A colleague can open a picure (JPEG) using picture manager, but cannot edit the picture in any way...They have local power-user rights, and domain user rights...
Any feedback will be greatly appreciated...

If the user is denied write access to that file or folder then they won't be
able to edit it - or at least they will not be able to save their edits to
the original file.
