MS Office Picture Manager is included with MS Office 2007, although with MS Office Basic (intended to be preinstalled by PC
providers with new PCs) the feature may not be installed as a default.

Well, I've found that it is not. Rather, it is part of the "trial version"
of Pro that comes for a limited time with Basic. After the limited use
expires, many features of the programme are no longer available : e.g., Flip
/ Rotate.
