Picture manager wont open photos. Why?

All photographs I download, either from camera or receive by email, are
automatically saved as Picture manager files.Unfortunately Picture manager is
unable to open any photos - instaed of bringing up one image to open it
brings up an entire page of hundreds of picture icons none of which appear to
have any size and cannot be opened.
The only way I can open a photo is to save it then open it using another
programme. I need help to either get Picture manager to work or to be able to
set another programme as default in its place.
