I would like to be able to add words to either the top or bottom of a picture
or to the body of the picture so that the wording then becomes part of the
pictre itself.

Add said text in your choice of Image editing software. Picture Manager
isn't one of them.

I recently got a new lenovo think pad with Windows vista and my old
softwear was not compatible with the new computer so I purchased the Corel
Photo Album 6 deluxe edition that was made available exclusively for lenovo
customers and the freakin' softwear won't even load onto the new computer -
it says the serial number is not valid. After waiting on hold for nearly
2hrs twice with no resolution from Lenovo, I am willing to try again with new
softwear - what would you recommend? Particularly something downloadable
and free or inexpensive. My needs are minimal: cut, copy, paste, adding
words to pictures. I don't want to have to learn a complicated program like
photoshop which I have used before, but it is definitely too much.

You could use Paint for the tasks you listed. Paint is included with Vista.
