Picture resize handles frozen

I have Office SBE 2003. After inserting a picture in any application (Word,
Excel, etc.) and clicking on the picture, sizing handles appear (of course).
I then try to resize the picture by moving the cursor to a corner or side and
dragging on the double arrow. THE SIZING HANDLES ARE FROZEN. I am only able
to resize a picture by going through Format on the toolbar.
I've uninstalled and reinstalled the Office 2003 that came with my computer.
No luck.
I've also searched the net for a similar problem. But I only found this

Can anyone help me figure this out!?

Are the sizing handles black and square or circular and white?

How about in another program that isn't a part of the Office Suite? Try
WordPad or any other app that supports graphic content to help determine if
it is an Office malady or something system-wide.

As the pointer (it's not a cursor) moves over a drag handle, does it change
shape?

I am having the exact same problem (same version of Office, running on XP).

I have the same problem as well. Resizing does work in Wordpad.
