"picture resizer"

In the past I downloaded a neat little gimic that comes up when you right
click for a menu on a picture. It gives you the choice of how much smaller
you want to duplicate the original. It is very usful for Emailing pictures
and keeping the file size down. Problem is I have searched all over Microsoft
downloads and can't find it again. I thought it was a power tool or toy.????

In XP find the picture using Windows Explorer and right click and select
"Send To" then "Mail Recipient"
